BC Property Transfer Tax and Closing Costs: Frequently Asked Questions

Beyond your down payment, there are real costs to budget for when buying in Kelowna and the Central Okanagan. This page covers Property Transfer Tax, first-time buyer exemptions, legal fees, GST, title insurance, and everything else that appears on your statement of adjustments at closing.

What is the Property Transfer Tax in BC?

The Property Transfer Tax (PTT) is a provincial tax payable when a property changes hands in BC. The tax is calculated on the fair market value of the property at the time of transfer. The rates are 1% on the first $200,000, 2% on $200,001 to $2,000,000, and 3% on any amount above $2,000,000. On an $800,000 purchase in Kelowna, the PTT is $14,000.

Do first-time buyers get a Property Transfer Tax exemption in BC?

Yes. First-time buyers in BC may qualify for a full or partial PTT exemption. To qualify for the full exemption, the purchase price must be $835,000 or less, the property must be used as a principal residence, and the buyer must be a Canadian citizen or permanent resident who has never owned a principal residence anywhere in the world. A partial exemption applies on purchases between $835,000 and $860,000. Above $860,000, no exemption applies.

What is the Newly Built Home Exemption for PTT in BC?

The Newly Built Home Exemption eliminates PTT on new construction purchases up to $1,100,000 for properties used as a principal residence. A partial exemption applies between $1,100,000 and $1,150,000. The buyer does not need to be a first-time buyer to qualify. This exemption applies to newly constructed homes, condos, and townhouses including those purchased from a developer before or after completion.

What are typical legal fees when buying a home in Kelowna?

Legal fees for a standard residential purchase in Kelowna typically range from $1,500 to $2,500 including disbursements. Disbursements cover costs like title searches, land title registration, and courier fees. Strata purchases and leasehold transactions may be higher due to additional document review. Shop around and confirm the full quote including disbursements before engaging a lawyer or notary.

What is title insurance and do I need it in BC?

Title insurance is a one-time premium policy that protects against losses from title defects, survey issues, encroachments, fraud, and errors in public records. Most BC lawyers recommend it as standard practice. The premium for a typical Kelowna purchase ranges from $200 to $400 depending on the purchase price. Unlike other insurance, there are no annual premiums. Coverage lasts as long as you own the property.

What are property tax adjustments at closing in BC?

Property taxes in BC are billed annually. At closing, your lawyer calculates an adjustment based on the possession date. If the seller has already paid property taxes for the full year, you reimburse them for your share from possession day to December 31. If taxes have not been paid, the seller credits you for their portion. The exact adjustment appears on your statement of adjustments and varies by possession date and the property's annual tax bill.

Do I pay GST when buying a home in Kelowna?

GST applies to new construction only. If you buy a newly built home or condo from a developer in BC, you pay 5% GST on the purchase price. Resale homes are exempt from GST. On a $600,000 new condo, that is $30,000 in GST. A partial GST rebate is available for new homes used as a primary residence if the purchase price is under $450,000. Confirm GST treatment and rebate eligibility with your lawyer before closing.

What is the BC Speculation and Vacancy Tax and does it apply in Kelowna?

The BC Speculation and Vacancy Tax is an annual tax on residential properties in designated regions that are left vacant or owned by foreign owners or satellite families. Kelowna and West Kelowna are both designated taxable regions. The tax rate is 2% of assessed value for foreign owners and satellite families, and 0.5% for BC residents who do not qualify for an exemption. Most principal residences and long-term rentals qualify for a full exemption.

What is the total amount I should budget for closing costs in Kelowna?

As a general rule, budget 1.5% to 4% of the purchase price for closing costs beyond your down payment. On a $750,000 purchase, that is $11,250 to $30,000. The largest single cost is usually PTT. If you qualify for the first-time buyer exemption, your closing costs drop significantly. Your lawyer will provide a statement of adjustments before closing that shows the exact amounts.

Are there any other taxes or levies a Kelowna buyer should know about?

The BC Foreign Buyer Tax, officially the Additional Property Transfer Tax, adds 20% of the purchase price for foreign nationals buying in designated regions including Kelowna. Canadian citizens and permanent residents are not subject to this tax. The federal Foreign Buyer Ban also prohibits most non-Canadians from purchasing residential property in Canada. If you are a Canadian citizen or permanent resident buying for personal use, neither of these applies to you.
